Succeeded his father Arcadius at the age of seven. At first Anthemius and later his sister Pulcheria resumed regency of him. Pulcheria remained very influential. His wife, the Athenian Eudocia, was also powerful. The 2 women were expelled due to influence of the eunuch Chrysafios.
The University of Constantinople is founded by Emperor Theodosius II. The University of Constantinople, sometimes known as the University of the Palace Hall of Magnaura [Πανδιδακτήριον της Μαγναύρας], in the Roman-Byzantine Empire was founded in 425 under the name of Pandidakterion [Πανδιδακτήριον].
He was emperor for 42 long years and yet in all these years he left the governing of his empire to others. Probably he was not incompetent, just indifferent. But the empire suffered by the raids of the various barbarians and he could not do anything. He died in a riding accident. He fell off his horse.

• The "Theodosian walls" of Constantinople were built. It was a project of Anthemius.
• 438- Codification of Roman law: Codex Theodosianus [ Θεοδοσιανός Κώδικας ]
• 446- A big fire destroyed the capital.
• 425- The University of Constantinople was founded. Helped Valentinian III in West to keep his throne.
